There is actually no poverty, which would show in the streets of Algiers. Begging is prohibited by law, because the country has a functioning social system and begging as a profession should not be. I lived about a year in the suburb called Hydra, an upsacale part of the toen with a lot of embassies, consulats etc. An apparently mentally disturbed woman harassed her fellow residents by scolding them loudly when they met her in the streets of Hydra. As protection from the rain she had black plastic bags.
